Many thanks to Henrik for listening to my audio clip and also doing a little research for me. It seems the station I heard was WKAQ TV in San Juan, Puerto Rico.
My recording contained the following speech, translated by Henrik: "mentioning zona metropolitana, el este de la isla, and all is about flooding and bad weather. This would match Puerto Rico. Supposing it is Caracas that he mentions at 1,30, "the eastern part of the island" would refer to Margarita, and as far as I can tell weather is fine in that area. It should be Telemundo with their morning Telenoticias broadcast. In other words, WKAQ TV. Miguel Ramos, whose name is on the clip, is one of their morning anchormen, see http://www.telemundo.com/porlamanana/index.html
Usually, without hearing an ID it would be impossible to claim a definite logging, but it appears there are no other stations from Puerto Rico on channel A2 and WKAQ does have a "p" offset which would correspond to my 55.260.020. Given this and the audio content it would appear to be a 100% positive logging.
This is my furthest identified TV DX at 6702 kilometers or 4164 miles!
